The GB 23350-2021 "Requirements for Restricting Excessive Packaging of Goods Food and Cosmetics" jointly issued by the State Administration for Market Regulation and the National Standardization Administration Committee, referred to as the new national standard for packaging, will be officially implemented on September 1.
Scope of application of the standard: 31 categories of food and 16 categories of cosmetics. (Applicable to food and cosmetics sales packaging, not applicable to gifts or items not for sale.)
In 2022, the Shanghai Municipal Administration for Market Regulation carried out supervision and random inspections of excessive packaging of commodities in the city's production and circulation (including e-commerce platforms) of 30 types of commodities such as mooncakes, tea, wine, and edible oils. A total of 1,200 batches were sampled and inspected. Among them, 1116 batches were qualified and 84 were unqualified. The unqualified discovery rate was 7%, which is significantly lower than the 13.75% unqualified discovery rate in 2021. Products found to be non-compliant with the national mandatory standard "Requirements for Restricting Excessive Packaging of Goods - Food and Cosmetics" (GB23350) have been ordered to be rectified and reprocessed in accordance with the law.
